ABSTRACT

The chapter surveys the evolution of the position of the Federal Republic of Germany (FRG) vis-à-vis the Non-Proliferation Treaty between the mid-1960s and mid-1970s with an emphasis on key security aspects. The chapter differentiates between the FRG’s status as a Non-Nuclear Weapons State and her position in the nuclear order. With a view to the late 1960s, it offers insights into thinking within the German government on the issue under what conditions the accession to the treaty might be put into effect. Then it examines the process of the FRG’s accession to the treaty between late 1969 and mid-1975. Finally, the chapter raises the question whether the German Nuclear Question was solved thereby. This question will be answered in the negative and the chapter advances three points in support of this understanding.
