ABSTRACT
At the same time it i» of interest to remember that ancient Chinese philosophers said the same qualities were essential to politicians as to thieves! These qualities were: the wisdom to locate booty, the courage to get in first (on the ground floor?) the heroism to come out last, the shrewdness to calculate success, the justice to divide the spoil with those rightfully expecting a share of loot. Great robbers and great politicians, it was observed, possessed all three attributes in abundance.
