ABSTRACT
The failure of the Education Bill in 1896 left the Government as determined as ever to organize and unify education, and it also left them with a juster knowledge of the forces arrayed against them and of the value of the support of certain groups. It was clear that the time was not ripe for another large Bill, and the next five years were in consequence a period of preparation for the next attempt.
