It is a hopeful sign that under all three headings adaptations to the changing social needs are in continuous progress, albeit often in a hesitant and uncoordinated way. Measures already taken offer the most convenient starting points for further development, because they are often steps in the right direction, and because they provide us with a stock of experience on which to draw. We propose therefore to survey them briefly.
