ABSTRACT

Forced regulation is accomplished from outside the polluting entity, whether the entity is an individual or industry, by using incentives, penalties, taxes, and or other economic or regulatory inducements to reduce pollution. Individual facilities may have to apply to have zoning changed if the use is consistent with the master plan. Local governments may also have permitting requirements for commercial and industrial entities such as conditional use permits. Toxic Substances Control Act is generally concerned with the regulation of chemical substances and mixtures in commerce to protect human health and the environment. Disposal of such substances, as a waste, is usually covered by Resource Conservation and Recovery Act, with the exception of asbestos and poly chlorinated biphenyls. The Clean Water Act was enacted with the original intent of eliminating wastewater discharges and, hence, water pollution. As a first step toward this goal, a wastewater permit system was established by the Act and regulations.
