ABSTRACT
In this Chapter we are concerned with a certain very simple interpretation of “probability”. We have, first, to show that it satisfies the axioms of Chapter II, and then to consider, in a preliminary way, how far it can be made to cover ordinary uses of the word “probability”. I shall call it “the finite frequency theory”, to distinguish it from another form of frequency theory which we shall consider later.
