Like other adjuncts (9.22) relative clauses may be either restrictive or non-restrictive. In the former, as in "Tom has found the key that you lost yesterday," the clause gives a necessary determination to the words the key, which by that means are made more precise. A non-restrictive (or loose) clause, on the other hand, may be left out without injury to the precise meaning of the word it is joined to, as in " The Prince of Wales, who happened to be there, felt sorry for the prisoners."
