To every text a context: the purpose of this chapter is to establish the context within which Municipal Progress was written. This exercise might seem at first glance unnecessary; the book purported to be, and self-evidently was, a celebration of the centenary of the Municipal Corporations Act 1835. Yet there remains the question of why these authors, in their surprising association with NALGO, felt the centenary to mark so significant a point in the rhistory of local government in England. The answer to that question takes us far beyond the centenary itself into broader areas of concern, and into the political and intellectual milieu of the mid-1930s.
