ABSTRACT

In this part of the book public policy is reviewed as it affects the city in three service areas. In each case we shall be concerned with analysing the way in which government, and particularly city government, has affected a service area, and with examining the consequences, intended and unintended, of the policies for the delivery of the service under review. Of special concern in each chapter in this section will be an attempt to explore the distributional effects of the policies for the particular arena under review, in an attempt to indicate who gets what and who ‘pays’ what in relation to each service.
