ABSTRACT

The selection of items for this section is related to its central theme, which is that the most vital feature of future planning will be its relationship to the political process rather than the detailed techniques it uses. This implies that the goals of planning should receive more explicit attention than has often been the case and that we should ask not only what goals are to be pursued but whose goals. These arguments are expanded in the paper by Davidoff.
