ABSTRACT
The comprehensive planning process, although a continuum, can be broken down into the following stages for purposes of discussion: the development of an information base; the development of a communication network; goal formulation; plan formulation; plan implementation; and, plan evaluation. It is according to this breakdown that the following discussion of the comprehensive planning process is presented.
