Communist countries: watch Big Brother

Much of the economic analysis which has been applied to the Western television industry is not applicable to that of the Communist countries. Under the planned systems of the Communist countries the decision about what hardware and what software to produce is made by the planners. The state decides how many television sets and VCRs to make available to the public and what programmes to make available to them. Government demand for television programming dominates consumer and advertiser demand. The state sees the media as an essential part of its system of control. To that end it is willing to finance television to the extent that it meets state goals.1
