ABSTRACT

This chapter examines the changing context for future development, aid, and its governance, toward 2030 and beyond. It reviews changes since the UN's foundation and examines five key drivers of change: migration and mobility; political economy; security; the physical environment; and science and technology. These drivers can alter the context within which the primary challenges of the world, upholding the values and meeting the objectives identified in the Millennium Declaration, especially equality, eradicating poverty, and protecting the vulnerable are tackled. After reference to the scenarios developed for an earlier Future of the UN Development System (FUNDS) workshop, the chapter considers how these changes may impact development and its governance, especially with regard to the United Nations. Since World War II, major changes are witnessed. The computing and communications revolution has been a game changer. Transport has shrunk the planet through its reach and availability. Space is accessible to those with cash for the ticket.
