ABSTRACT
In the theory of school-based management mechanism, human initiative is strongly emphasized in the development of self management at the individual level, the group level and the school level. In this chapter, I will discuss the concepts, management and practice of staff development that are consistent with the theory of the school-based management mechanism for long-term school development and effectiveness.
