ABSTRACT

This chapter explores the needs of victims of terrorism in Spain. Spain is one of the liberal democracies throughout the world that has most suffered terrorism in recent decades. Ever since the first terrorist attacks were carried out in Spain it has been obvious that medical attention and first aid for the injured were the immediate needs of the victims. The delegitimisation of terrorism and respect for its victim's dignity, truth, memory and justice were, and continue to be, the main goals of numerous civic movements and associations of victims of terrorism in Spain. With the goal of enabling every victim to return to work, the 29/2011 Law makes it compulsory for employment policies to contain a clause dedicated to victims of terrorism, allowing them to obtain work in accordance with their physical and/or mental capacities. These measures are aimed at allowing victims who had suffered to improve their level of education and professional qualifications.
