Failures of Incarceration
A possible subtitle for this chapter might be “Why Prison Won’t Work.” We have tried harsh penalties to little avail, and we have thrown a lot of money at the problem in an attempt to lock up drug criminals without solving the problem. In other words, we have a history of this type of strategy not working. The truth is that it’s a strategy that is mostly doomed to failure no matter how harsh the penalties or how many police officers we have to enforce the laws. That may sound surprising; if it does, it is because you aren’t a criminal. Let’s start by examining the state of the criminal justice system as it now exists.
