ABSTRACT

Although European countries employ the four basic tools of diplomatic, judicial, economic, and military methods to cope with human rights problems around the world, an historical comparison of the policies of individual countries is beyond the scope of the present volume. Instead, the chapter focuses on European intergovernmental organizations, which have made so many extraordinary contributions to human rights and have brought about an increasing convergence in human rights practices across the region.
