ABSTRACT

In an ideal world, all human rights violations by individuals would be handled by their own governments. But when human rights are grossly violated by an errant state, other states may need to act in the name of humanity. Chapters 9–13 document the considerable extent to which members of the world community are now prepared to respond when victims of human rights seek redress beyond their borders. A continual state of mobilization on behalf of human rights exists because intergovernmental organizations (IGOs) have the power to act in the interest of the peoples of the world.
