Sulfur Emission Restrictions

In this chapter, I use the model developed in Chapter 5 to determine the impact of different sulfur emission standards on coal output and employment in Appalachia. This analysis is based on the assumption that relative coal and oil prices remain at their 1969 level. The forecasts, therefore, describe what would have happened to Appalachian coal production if OPEC had not successfully raised oil prices.
