ABSTRACT

This chapter discusses qualitative approaches to the evaluation of community development policies and programs. The chapter focuses on how community development policy is enhanced with qualitative methods that apply participatory, engaged, and critical analysis. Emphasis is placed on the use of qualitative methods to empower marginalized and disempowered groups in the urban policy process. The application of qualitative methods such as semi-structured interviews, focus groups, and content analysis are discussed. Examples are drawn from our research on: fair housing, neighborhood revitalization, programs to address the needs of homeless women, and policies to address aging in the LGBT community.
