ABSTRACT

Low fertility has been influencing the development of early childhood education and care policies and execution in Taiwan. This study aims to review research and government policies related to early childhood education and care since 2000 as well as government strategies moving forward. Two major findings are: first, the current researches and reports have to be conducted within wider and more empirical information; and second, the government policies and projects were separately offered and administrated by departments but now are getting into more integrated projects. The Taiwanese government is gradually taking more responsibility for forming a better childcare environment. In this new early childhood education and care era, some challenges such as quantity and quality of early childhood education and care and contextual supporting still need to be worked on for the future.
