ABSTRACT
Dissolving living dilemmas refers to the process of solving dilemmas by taking various measures, including preventing them from happening, restraining their development, eliminating the consequences and so on. The living dilemmas and their dissolving are a comprehensive project. It is unrealistic to settle various problems the subaltern group has encountered at this stage. As long as the market economy and competition mechanism exist, there will be competition between the strong and the weak. People-oriented development emphasizes people’s ability-standard and aims at improving people’s overall development. It intends to improve the level of accumulation of human capital, explores the potentials and vitality of the urban subaltern group and turns the unilateral assistance that only involves government, departments and society into a joint anti-poverty action that involves government, departments, community, social organizations and the urban subaltern group. A long-term and long-lasting idea should be preserved in improving the living dilemmas of the subaltern group.
