ABSTRACT

Chapter 1 highlights and briefly explains the four foundations of law enforcement activity: law, philosophy, strategy, and tactics. It describes the levels of police intrusion via a comprehensive narrative and the visualized Intrusion Chart.

The S.E.T. Principle describes the concepts of Safety, Efficiency, and Transition as they relate to enforcement performance. The chapter continues with an examination and explanation of the Totality Triangle and its components, as a means of explaining and applying Graham v. Connor. It concludes with a presentation of officer responses to subject activity.
