ABSTRACT
In Chapter 10, we have made a series of generic suggestions in the form of a model to propose what we view as the essentials of a policy on this type of encounter, including various sources of authority that need to be considered, policies that should be considered for their interaction with the enforcement activity, and a suggested means for recording the essentials of the activity. We include the need to consider and incorporate different skill and knowledge sets into developing any policy.
