Public participation in policy-making is a consolidated and tested tool, and there exist a variety of approaches and techniques able to influence decision-making as well as the quality of deliberation. 1 When ‘the problem in question’ is a large infrastructure project and controversies are about its implementation, however, additional problems arise with reference to traditional procedures of community consultation. 2
