ABSTRACT
Many problems of statistical inference, notably those in business, industry, and government, are essentially decision problems. In these, the state of nature is unknown, but a decision must be made—one whose consequences depend not only on the decision but on the unknown state of nature. Such problems are statistical when there are data that give partial information about the unknown state.
