ABSTRACT
This chapter describes the circular performance linkage model. The term "circular" was introduced in the models name to highlight that the design process is iterative. The design process discusses five phases in the construction process: Schematic design, Design development, Construction documents, Bidding or negotiation and Construction. Industry wide quality management is recommended for all Spray Polyurethane Foam systems used in construction. It means that all elements in the process design, fabrication, and field performance monitoring should follow a coherent and documented approach. Facility managers facing a retrofit or a new project must consider the system performance with a view to minimum maintenance, repair and operational costs. The faculty managers have used the "low bid" competitive award system to select a construction with the lowest initial cost. The final stage of the construction process, called construction and commissioning is focused on inspection, verification and commissioning of the subsystems and environmental conditions as specified by the QA manual.
