ABSTRACT

The United Nations Recommendations on the Transport of Dangerous Goods has been adopted by most countries, including the USA and Sweden, as a standard for classifying and testing not only explosives but a wide range of "dangerous" substances and articles that may have explosive or flammable properties depending on the circumstances. The recommendations are intended to serve as a guideline for "the competent authority" in each country to make decisions regarding the classification of dangerous substances with respect to transportation hazards. The Recommendations, developed by the United Nations Committee of Experts on the Transportation of Dangerous Goods, are in two parts. The first part provides information on how to classify, package, test, mark, label or placard, and ship hazardous goods. The second part provides internationally accepted test methods and procedures for properly classifying explosives or hazardous articles for transportation.
