ABSTRACT
The purpose of this chapter is to explain the process of estimating the capital and annual costs of the facilities needed in each of the selected alternatives. The required facilities include all of the land, buildings, and equipment needed for transfer stations, landfills and resource recovery plants. The costs for these facilities are used in conjunction with other previously gathered data in the following ways:
The transfer station costs are used along with the unit haul costs and transportation network data to optimize transfer station locations and to develop a system transport cost for each alternative.
The landfill costs form the basis for the system cost of the landfilling alternative, as well as the cost of disposing nonprocessable wastes, processing residue, and boiler (or incinerator) ash.
The resource recovery facility costs form the basis for the system costs of the resource recovery alternatives.
