ABSTRACT

A Value-Engineering Proposal was made by the Contractor, Kiewit Pacific, at Olivenhain dam. This Proposal was accepted by the Owner, San Diego County Water Authority, the Designer, Parsons-Harza, the Project Manager, Washington Infrastructure and by the Department of Safety of Dams of the State of California. The Contractor was able to offer the Owner a significant cost saving, the RCC placement was completed early and the in-situ properties conformed to the design requirements.

The objective of the VE Proposal was to make the method of construction as simple as possible. This simplicity lead to rapid construction, quality and economy. The Proposal looked at the whole process of construction rather than individual activities.

The paper describes the differences between the Conforming design and that in the VE Proposal. It also describes the actual construction and shows where there were successes and failures.
