ABSTRACT

Water supply and sanitation are primary needs of all human settlements. The development and implementation of activities that address these needs may well be the first exposure that a community has to a large capital project. Water supply and sanitation are primary needs of all human settlements. A water supply and sanitation project is often the “first-generation project,” unlike a project that provides transportation, flood management or other infrastructure. The implementation of major water supply and sanitation projects in the remote indigenous communities of northern Canada has continued to be a major initiative of the government of Canada. In Canada, the mobilization is from the industrial cities to the south and in the African experience, mobilization usually is from Europe or North America. The technologies contemplated for projects in indigenous communities in Canada, and in many cases in developing countries, are often considered to be a “lower technology”.
