ABSTRACT

The Community Water Supply and Sanitation Conference focused on demand-based approaches to rural water supply and sanitation (RWSS) provision and the implications for management and sustainability of services. The Conference promoted the establishment of appropriate policy and institutional frameworks which foster sustainable, demand-driven rural water supply and sanitation services. And it identified and highlighted key financial, institutional and social principles contributing to the sustainability of projects, launching a series of policy dialogue and training initiatives at both the regional and national levels. A series of presentations provided a framework for understanding the demand-responsive approach (DRA) including managing water as an economic good and implementing this approach. Main case studies were presented during the conference and an additional thirty case studies were presented during parallel sessions. The case studies illustrated that there is no single blueprint for successful implementation of the DRA.
