ABSTRACT

A productive work force is critical to improving project efficiency, particularly in the more developed nations. As the standard of living improves in other countries, labor productivity will become a critical element of all projects. Reduction of administratively caused delays is project specific, within the realm of project management, and of sizeable potential for productivity improvement. Most projects utilize line organization structures for information flow both to and from management. Continuous communications between every worker and manager are not possible, so an organizational structure with a communications system is necessary. Efficient and nonadversarial methods for information development involve the use of craft and foremen delay surveys. The foreman delay survey is perhaps more feasible, since foremen are more comfortable with paper work than are craftsmen. Equipment surveys, tool room surveys, and similar studies are normally utilized when specific information from other sources implies their need.
