ABSTRACT

The project manager should have a general knowledge of the complex system of rules, regulations, and decisions governing the conduct of construction labor activities. This chapter reviews the broad nature of federal labor laws and the relationships of the construction worker, the contractor, and the union. There is little doubt that unions make a substantial contribution to the construction industry. They tend to establish a stable work force within an area and through negotiated labor agreements establish area economic conditions. Contractors who work in several geographical areas of the country find it advantageous to sign national labor agreements with the international unions. National contractors are required to hold a prejob conference prior to the start of field construction work on each project. Contractors present the policies and procedures of the company, scope of work, jobsite work rules, safety rules, and jurisdictional work assignments.
