ABSTRACT

In 1906, the first Food and Drug Act, known as the Wiley Act, was enacted into law [1]. The needs of society were relatively simple, and the procedures for implementing this law were far from complex. Since that time the needs of the public have changed, there have been dramatic technological advances and federal laws applicable to foods, drugs, cosmetics, and devices have been modified by Congress and judicially applied and interpreted through thousands of court cases.
