ABSTRACT

The Highways Authorities Product Approval Scheme (HAPAS) is an innovation in the way that products intended for the highways sector are evaluated and approved. The British Board of Agrément (BBA) operates and administers the scheme in conjunction with specifying authorities, product manufacturers and contractors. Specialist Groups, drawn from all parts of the industry, create Guidelines for specific product groups that set out the assessment procedures, test methods and requirements to be met. In many cases the preparation of Guidelines required the development or extension of test methods and protocols. This was particularly true in the case of the Guidelines for the assessment of modified binders and thin surfacing materials.
