ABSTRACT

Epinal the 7th, Bar leDuc the 8th and 9th, Charleville-Mézières the 10th, and finallyNovember 17th and 18th in Metz. The month of November 2011 has seen 4 operational centres, 3 at district level and 1 at zone level, deal with a major flood of the Meuse in the framework of a common exercise. The common exercisewas not simultaneous: in order to evaluate its scope better, to ensure a better

collaboration of all and to facilitate themoderation by a unique team, a sequential playwas required. Each operational district centre could indeed benefit of a specific setting aimed at its own stakes

and problems; just as the zone level could focus on its missions of support and coordination.
