ABSTRACT

This chapter defines and clarifies what is meant by a "problem" and its "domain." It discusses problem identification, problem hierarchy, and problem breadth. The chapter presents set of specific problems generally associated with transportation. Problem arises out of an ambition to achieve the most desirable state for a given situation. The first comment that can be made about problem statements is that they oftentimes are a reflection of cause and effect. The points to be made here are that, first, problems come in a hierarchy, in other words, at different levels of generality. Congestion, delay, the high cost of travel, safety, and lack of privacy are but a few of the many difficulties that plague the traveler. The capacity problem is one that seems to be getting worse in many places as time progresses.
