ABSTRACT

A systematic and rational approach has been developed with a view to achieving consensus among various parties (such as applicants and regulators) on decisions regarding existing or proposed development below natural terrain. This approach is explicit and comprehensive, but can be conducted at various levels of detail, depending on the specific decision, and with whatever information is available. It consists of separate slope hazard and vulnerability assessments, which are integrated into a risk assessment, for each development option (including mitigation activities). These risks due to slopes are appropriately considered along with other factors (e.g., development benefits) in deciding among development options.
