ABSTRACT

This chapter discusses, in light of the interests and issues just outlined and with a view to the case studies which follow, those commitments within the United Nations Framework Convention on Climate Change (UN FCCC) which are likely to have the greatest influence on domestic policy formation and implementation. Article 2 defines the ‘ultimate’ objective of the UN FCCC and it is this Article which identifies what the final outcome adherence to the UN FCCC should achieve. The concept of joint implementation referred to in the UN FCCC provides for the collaboration between two Parties in the reduction of greenhouse gas emissions. Under a joint implementation initiative, country A (the donor) would be able to finance activities which limit net greenhouse gas emissions in country B (the host) and country A would be able to claim credit for the reduction of emissions within its own territory.
