ABSTRACT

This chapter focuses on the interim protective best management practices (BMPs) installed and operated during the construction phase of a project to control soil erosion and prevent soil migration off-site and into nearby waterways, wetlands, and other sensitive landscapes, where its impacts may be felt for decades after construction is complete. The shortcoming of soil erosion and sediment control BMPs are many. First, there is the installation of the practices themselves. For example, the commonly used fabric filter fences are often haphazardly installed, with one of the biggest flaws being the failure to properly heel in the bottom of the filter and thereby allowing sediment laden storm water to bypass the filter completely. The maintenance of erosion and sediment control BMPs is by far the biggest shortcoming during the construction phase of a project.
