ABSTRACT

In this final analytical chapter, the findings from the case study are synthesized in order to answer who controls e-government, who benefits from the implementation in local government and through what mechanisms. The first part of the chapter answers the questions one by one. From this comprehensive reading of the different e-government reforms in Chengdu, it is then discussed whether the impact of e-government in local government reforms is best explained as reinforcement, redistribution or maybe mutual empowerment. Thereby, the usefulness of the different theories applied during the analyses of informatization offices, service centres and digital urban management is assessed.
