ABSTRACT

To deal with the perennial water shortages, the policy of the city between 1928 and 1976 was to construct a new dam every 12-15 years. This policy was meant to keep pace with population growth rates. This development strategy was discontinued after the 1976 Water Act took away the responsibility of providing bulk water from the local authorities and gave it to central government. The main dams which were constructed before this legislative change include Khami, Umzingwane, Inyankuni, Lower Ncema, and Upper Ncema dams. Table 7.1 shows the dams which supply the city with water and their capacities.
