Child abuse occurs at an alarmingly high rate. An estimated 2 million children are abused or neglected annually in the United States (General Accounting Office, 1991). The actual number of cases is not known (Gargiulo, 1990), as most professionals believe the crime is significantly under-reported. (Goldman, 1993). Children with special needs are particularly vulnerable to abuse (Gargiulo, 1990; Goldman, 1993).
