In early 2000 the ASN sent a first clear-cut and definite signal in a letter

announcing a safety review at the Minotaure facility (cf. Sidebar 4). The letter, dated February 16, was addressed to the licensee and stated that in order to be able to renovate Minotaure so that it could continue operating, the CEA would have to perform a safety reassessment. The letter also included a list of documents160 that would have to be sent to the ANS. Once the necessary documents were sent to the ASN, the IRSN’s experts would have to organize the safety assessment.
