ABSTRACT
This chapter outlines the parameters and characteristics of a ‘developmental approach’ to urban transport planning. The first part of the chapter offers a theoretical presentation and the latter an illustration of such an approach consistent with principles of integrated urban infrastructure development programming (IUIDP) proposed for Indonesia.
