INTRODUCTION The emergence of public sector managed care has usually been associated with private proprietary managed care firms which develop contracts to manage services in what has traditionally been the public domain. This trend toward privatized managed care and services in the public sector has created intense feelings for many public mental health providers, recipients, and advocates. Public sector managed care is not, however, the exclusive province of private MCOs.
