ABSTRACT
Whither arms control and future American leadership? Arms control will remain just one of several key instruments in America's efforts to enhance international security. To be effective, arms control must be combined with diplomatic prowess and military preparedness. The United States is not ashamed of its military power; the restoration of American strength and self-confidence during the 1980s made a very positive contribution to world peace and freedom. The US intends to remain an economic, military and political leader, as the numerous major milestones over the last two years have shown.
