ABSTRACT

Capital, of course, is any asset from which society receives a flow of goods and services. Natural resources may be conceived of as simply naturally chosen capital stocks: assets whose form was chosen initially by nature rather than society (Solow 1974). Societies may use the flows

of goods and services from the capital forms initially chosen by nature, as much as any other form of capital stock.
