ABSTRACT

In 1989, the 50 Governors of the United States convened in Charlottesville, Virginia, to define a set of national goals that would guide educational progress during the 1990s. Joined by President Bush, they announced a set of five goals; several years later two more goals were added. The goals dealt with the preparation of children for school, citizenship, high school completion, adult literacy, teacher education, parental participation, and safe schools. A particular goal that I discuss is the one that proposed “By the year 2000, United States students will be first in the world in mathematics and science achievement.”
